The second part of that is "die"; which most forget.
The State, more exactly many local municipalities, have promoted an older resident/homeowner over the younger ones.
With a recent SCOTUS ruling on reverse discrimination, I suspect that many cases will come to light pointing that out.
That while age discrimination against the elderly is not accepted, now age discrimination against the young will not be legal.
From an economic standpoint, having a large elderly population is not conducive to good economics - Adam Smith.
So it is not in the legal or economic interest of the State going forward to try to promote more retirees to the State.
