Another possibility is to scan the classifieds and look for privately owned slips for rent. It's not uncommon for someone to have a finger dock and have one side used by the owner, the other side open for (seasonal) rental. You wouldn't be able to overnight at most and they'd be w/o water, electricity and cable (ie - it's a dock not a marina) but that might work for you. A quick check of The Baysider turned up just 1 such possibility (in Alton, more elsewhere).
