more piece of anecdotal evidence:
My tenant is waiting for the Saturday of his arrival at Lake Winnipesaukee to take the proctored examination!
Because of his busy schedule, he said he will just sail his sailboat if he misses the exam. (Or if his battery from last season won't hold a charge

).

The PWCs that
are "boats", or the ones that
aren't "boats"?
Most PWCs are very fast: a perception that "the lake is overcrowded" may be due to the exaggerated area of lake that only one PWC takes up. (While at top speed, which is how most are operated).
To put it another way, if PWCs were all anchored instead of running around helter-skelter, nobody would notice them.
