skprbob has given you the proper answer and one way to remember it is that your friend BEN knows the markers. BEN meaning for a
Black tip spar go
East or
North. While this generally works there are places where it can be confusing to follow the rule and a chart is really your best friend.
ps - as for the blue markers .... maybe they're cold.
