At best I think there's a regulation prohibiting you from doing such a thing w/o prior approval (same as setting up ski course/pylons). I'm sure Skip will find the appropriate RSA but if not, there's an NH website that lists them. I just don't have the URL handy. I'm also sure it would have to be a very temporary thing, up in the AM and down before dusk. Perhaps if you disguished it as a raft ....
