Question Expensive repairs—for all insureds?

'Probably trying to avoid an expensive repair to his car: That is insurance fraud. I sure hope the South Hampton Police Officer didn't leave it to "the rest of us premium-payers" to share in the cost of that event.

If NH initiates an "Environmental Damage Fee", would the claimant's insurance pay that NH fee as well?
(NH needs the "resources" for other enforcement matters.)
