2 miles x 1 mile = 2 sq miles

(2 miles + 1 + 1) x (1 mile + 1 + 1) = 12 sq miles

What happened to the other 60 sq miles of the Lake?

Great! Then there is no need for a speed limit on the 60 sq miles of the Lake that you prefer not to use.
