What the state imposes is a stamp across the top of the registration that says non-resisident. And for my boat trailer I had to sign a paper which stated that I was registraring the trailer as a non-resident and couldn't travel with the trailer out of the state of NH.
Skip is correct it is not the state of NH implimenting the restriction. It is the surounding states. Because most states surounding NH tax boats, motorcycles, cars etc. If you are a resident of that state they want your car registrared there. Just like you have your license in the state of your primary residence. The big problem, and probably why the Laconia town clerk was such a pain, is that someone did a no-no and took a NH registered vehicle to there home state and got caught, the home state then sent a nasty note to the town of Laconia, and ask why they permitted it. Hence why the town of Moultonborough, had me sign the paper.
