First off , catalytic converters are not a cure all as you may believe. Properly maintained and tuned powerboats (particularly newer fuel injected ones) are very low emission machines. "Cats" only put a bandaid , so to speak , on the ones that are too high and still that's no guarantee.
Cats would also require dry exhausts , since water going through them would render them useless , and we both know what that means since you already mentioned shutting the water off.
