It does not specifically prohibit moorings for non-landowners. But you have to prove you have legal access to the land.
It's interesting ... Section 270:61 states only that the applicant must have "legal access over land to such mooring", yet the actual mooring permit application states, "This application must be completed in its entirety by the owner of the shore front property." The application also requires that the applicant provide a copy of the deed to the shore front property to verify ownership.
