I didn't see anything in the article that even hinted that Homeland Security was providing funding for this, as a matter of fact if you look at the allocation of money the funds available to first responders have been slowly reduced over the past.
I advocated for the merger of the State Police and NHMP a long time ago as a way to maintain a fulltime professional force but it was pooh poohed by most on the forum and if that is an indicator of public sentiment in NH then I would say it's something that won't happen any time soon.

Correct me if I am wrong but this entire forum is about
Lake Winnipesaukee and since this initiative is likely to draw Marine Patrol manpower away from the duties they currently perform, coupled with additional duties created by this silly speed limit bill, there will be an issue with Marine Patrol being able to fulfill their mission on
Lake Winnipesaukee without new funding sources (taxes)...but then again you believe everything the Marine Patrol does is at no cost, right?

So now the Marine Patrol is facing a financial assault on three fronts,
1. Expected funding cuts (even level funding is a cut because of rising prices)
2. Additional costs associated with HB847
3. Additional costs associated with HLS "Neighborhood Crime Watch of the water"
