During the Boaters Safety Course I took a person asked this question and was told "no there is no open container law and as long as you are operating your craft safely and your passengers are acting safely(not sitting on the gunwale ect...) than he would not have Probable Cause to pull you over" once pulled over he can than conduct a field sobriety test on you to determine your impairment if he thinks you have been drinking. But Probable Cause is the keyword here. If you go out for a leisurely ride with some friends and have a couple coctails and everyone is behaving, most likely you will have a nice experience.
