Is it possible to review a restaurant that the writer never visited?

I'm posting this, just so others who might not know, realize what I did not.
On Friday, I had every intention of having lunch here (Panama Bill's BBQ). I had planned on being solo, but my better half made it up to the lake early, so I allowed her to tag along (hahaahahhaha).
Anyway, I had written the address down, but normally, never take a right onto Union Ave when I am at the traffic light (facing Fratello's). But, based on the address, a right hand turn was needed. So we cruised down a bit, keeping our eyes peeled. And, soon spotted the "Busy Corner" sign, and then, right across the street, we saw Panama Bill's. Now, although it was not what I expected, I would have gone in if I was alone. However, the two of us were looking to have lunch, and sit and relax for a bit. And the place just does not look very inviting. The tables I could see from the two large windows were simply picnic tables.They probably are just fine for the place, but it is just not what we were looking for, at that moment. It seems to be more along the lines of a sub-shop/ pizza place concept. Take your food and leave. And we just decided to turn back and hit another spot.
So, in case anyone was planning a trip over to Panama Bill's, and was not sure what the style of the restaurant was...now you know.
I have no doubt the food is great, based on what I have read in this thread.
Don't let my feelings regarding the place keep you away. But it may not be the place to pack up the kids and head over to.
