Before you make any judgements, just know this. Just because you saw empty tables does not mean that the restaurant could have handled your party at the time. Maybe they did not have enough staff to cover the whole dining room. The service would have been below your expectations.
Not a lot of restaurants practice this, especially the chain restaurants. The chains will just pack 'em in as long as there are empty tables. Olive Garden is, however, one exception.
