Actually, Frost's point is that fences
do not make good neighbors. Repairing a stone wall between their properties gives him an annual chance to catch up with his neighbor, but therefore it is the "gaps" in the wall that make good neighbors.
He mocks his neighbor for steadfastly repeating his father's adage.
