Pretty sure that's a female hooded merganser. If you zoom in and look closely at the beak you can see the turned down end usually a dead give away for a merganser. The eared grebe has a pointed beak...

I could be wrong though....

Are you sure that's not just the wind blowing the feathers back to make it look hooded?

It was facing into the wind so no wind blown feathers here.
