I'm not sure if it's still true, but it used to be a liquor commission rule that you had to serve food while you serve booze. I would expect that a few of the local pubs serve until midnight-tish.

JRC, you are correct, unless the establishment has a cocktail lounge license. With a CL license, having food is not required, but it is recommended :-)
