Default Motorcycle Registration

Why is it that Laconia makes it so difficult to register a motorcycle? I am a tax payer (and a high tax payer at that) that owns in Laconia but live in Mass.
I want to keep my bike at my N.H. house and ride when I come up on weekends.
For some reason the Town Cerks office makes it next to impossible to do so. They want proof of residency and a N.H. drivers license. They have some sort of non-residence tax, thats unbeleivable. Come on now doesn't the fact that I own property and pay property tax afford me the same rights as those who live there year round? Should my boat be registered in Mass. also?
