So who are my best options to get this guy driven back in where it belongs?

Where are you? Having to move a barge long distance may not be something the operator wants to do. You may not want to pay for that.
I think it may be more a matter oi "when can they do the work?" Most operators have a big spring backlog. I'd call whoever did the original installation, if known. We used to have a couple of pilings at the end of our breakwater/docks and had to reset them often. Finally pulled them out and went without. No problem ever since. |

.... probably impossible to drive it back down without a barge, crane and pile driver ...... so, maybe switch to either a boat lift, or magic dock wands .... there could still be a pair of fiberglass dock wands and bases at the Re-Store in Plymouth for $100 .... give em a phone call?
Or, go to ebay and enter 'dock mooring whips' for a long list of different whip items?

My four "tie-off" pilings lasted a very long time, but were installed into "virgin" lake bottom. If you don't want a "three-peat" (or a "six-peat", for that matter) don't bother putting them back in.
