You are correct SIKSUKR. I only researched back to the mid 90's, but the language in question existed as early as 1995.

Additionally the changes that Lt. Dunleavy referred to regarding "no wake" or "headway speed" definition took place back in 1995.

Finally, the accident reporting requirement upping the limit from $500 to $2000 took place back in 2004.
