I certainly don't know the legal requirements but I would suspect that a xx# seat restaurant most likely would have parking requirements.
This is only my personal opinion, but the town of Meredith already has 8 places with bars, that I can think of right off the top of my head where people can go and drink. Somehow I just don't see the town really needing another one.

Parking is part of the reason when I wrote the site is not appropriate for franchise. Just look at parking around restaurants like 99 & appleby's
