SteveA, how did you know it was a .38 Cal. I didn't read that in the NH F&G new release. If it was, then even more stupid in firing a projectile so close to the water, "skimming" could happen and the bullet could have travelled in an unintended direction and possibly injured someone. As a 2nd Amendment supporter stories like this makes my blood boil.
