Question Mooring question, can my neighbor's mooring be in front of my dock?

Hi everyone
I love this board and have found great info here, but this is my first post. I hope I'm in the right area. I'm in Alton Bay and have tried to be a good neighbor, but I've been pushed too far! My neighbor has his mooring right on his property line and recently replaced his chain with a longer one so now his boat is constantly in front of my dock. In addition he has a dock that he doesn't use except for company. He also has another mooring that's empty. I think he's trying to keep his waterfrontage open for swimming, but I feel like his boat shouldn't be in front of my dock. Does anyone know the rules for mooring placement? I've talked to him about it but he just ignores me so now I'm done being nice
