Good question. When I went back to look, I didn't get too close, but saw large ice chucks floating in the water and the water was still choppy like it was more than an inch or two deep. Hard to believe that a five foot stretch wasn't frozen deeply, so maybe you are right and it was just a layer. I'll report back after checking again. I'd like to think it wasn't as risky as it seemed.
