certificate of title?

On a used, 1977, small 13' travel & camping trailer that gets towed by a car, should the seller have a certificate of NH title that shows their ownership.

I am a potential buyer.

In order to register it, do I just go to the town clerk with a hand written, bill of sale from the previous non-dealer owner and that's enough....plus the town's payment?

How does insurance coverage apply for what is basically a towed trailer and bob house?
