Rumors abound, but the story is that Apple shopped it to Verizon first but the deal fell apart. Verizon wanted too much control/crippling over the phone (believable based on how they have crippled basic Bluetooth functionality on other devices and so on).

Also remember that is was originally on Cingular before AT&T bought Cingular, and that at the time Cingular was looking to really trying to 1-up Verizons network.
