			On our island (Gilford) dogs pretty much are loose and it s rare that they leave their owners property.  Please don't drag your mainland ideas to the islands.  Even when my dog has guests, they (guest dogs) quickly learn the boundaries.  They go into the woods when they need privacy, and return for companionship.  My dog mostly sleeps on the boat because she is afraid she'll miss an opportunity for a ride.  Neighbor dogs visit, play for awhile, and go home.  No leash needed.  If you don't know your neighbor's dog, perhaps you need to talk to Mr. Rogers about being a good neighbor.

			Here you go. You are correct regarding a leash. Click on town ordinances and go to page two/three. Dogs running without supervision is not allowed. So long story short the renters were in violation of this RSA which I incorrectly called a leash law, my bad. Hope this clears the air.

			Thanks for the link.  All good now.  FWIW, my dog rarely is on a physical leash, although I carry one for the benefit of others.  She routinely attends Town Council meetings, visits town hall, the PD and the FD and remains in the audience when I or my wife leave the audience to participate in the meeting.  She is well known at many retail stores.  You'd be amazed at how many stores have treats behind the counter.  It's not just the FedEx/USPS/UPS guy.
