You can still submit for and receive the refund even if you are out of state. What is necessary is your NH gas receipts. If you haven't saved those its a mute point. They must be submitted to receive the refund

As a convenience, My marina (MVYC) saves my receipts and mails them to me at the end o the year. I can file for a refund, or designate the refund to go to the Navigation Safety Fund (Marine Patrol) or Lake Protection (Milfoil Management). If you don't file, the refund goes to the general fund, at the mercy of the legislature. A portion goes to Fish and Game.
