I just tried to get on again and got the same message as you. But on Friday I was able to get on and got an account number, they charged my card, etc.
Todays Boston Globe says the site will begin...

2 more reasons
gas prices + economy not bouncing back as quickly as expected= less boats on lake = less demand for slips.
Have others at quayside had trouble, or had to lower their rent?
