I think that the MP can do little for a minor infraction if it were presented to them, though they may use it if it were regarding an accident, etc.

The problem with video is that the chain of custody needs to be maintained. Digital surveillance systems "stamp" video in certain ways so that the courts can tell it has not been tampered with.
