A PWC IS a boat and the PFD(s) need to be readily accessible. NH defines that as within arms reach and not in a closed container.

Add to the mix the fact that this type of vessel is more apt to get you thrown into the water with a chance of going unconscious and your have all the reasons you need to wear a proper PFD and have it buckled or zipped up.

What were these people thinking? My guess is they did not have Safe Boating Certification either. Anybody want to put out odds on that?
