To answer your question, I had Culigan tech review, and he determined that the 'control valve' at top of tank, would not reset to 'home position', on Cam control. Consequently, it would constantly try to re-generate itself.

The problem was isolated to the 'control board', a costly replacement.
Being that the entire system is 15 years old, it wouldn't make sense to replace, as other components of system are at their end-life also, and need replacement in the near future.
