My daily driver is a 1992 Lexus SC400 that I bought new. In California, they are only concerned about smog and inspected every two years. You can have a car with broken lights, no brakes and poor tires...It'll pass unless it blows smoke.
They still need a yearly inspection, just anything 20 years or older only gets the safety inspection, no emissions test.
Antique vehicles can go every 2 years, but they need to have an antique registration.
