Cheap-Free Wedding Ceremony Locations???

Hey Forum friends!! My friend is in need of a very inexpensive wedding ceremony and even reception site if that is at all possible. They have two babies and not a lot of extra money floating around these days but really want to get married....finally

They were thinking of Swissvale beach, but then you run into having no privacy because they obviously can't close the beach to the other residents. I was throwing out ideas but nothing seemed to be perfect. I think everyone deserves to have a special wedding no matter how much money you have or don't have. I figured all of you would be the best to ask because I'm sure that there is a nice field or something over looking the mountains that is just slipping my mind. HELP
