Cell Phone User while under way?

It is a good thing that states have gotten onboard with making non-hands-free cell phone use illegal while driving cars.

Does anyone know if the recent (within a year) NH law banning cell phone use (not hands free) in cars is also applied to persons driving a boat? It goes to reason that it should but I haven't seen in advertised and spelled out the way it was for car drivers when the law was enacted.
