If you are seeing those Mass license plates at the Gilford Lowe's you can assume that the vast majority are property owners in the area and shopping for those NH homes. I think what you allude to is much more common at the stores on the MA/NH state line.

The Mass sales and use tax is just what it says but applies only to items purchased in Mass or used in Mass. For large items such as vehicles, most states do not collect sales tax as long as the item is delivered to a different state and many have laws that require the seller to ship it. If the buyer's shipping company transports it some states maintain that because your shipping company transported it, you have taken possession of it, and tax is due. That is one of the reasons why so many Mass residents have NH registered boats.
