They're not doing the 109 paving correctly at all. Give it one winter, maybe two, and the rocks that cause the frost heaves will start wreaking havoc on the road. According to what I was told eight or so years ago by an official at NH DOT, the base of 109 has needed to be rebuilt for decades. He calaimed that the road was built on all kinds of fill and needed to be totally rebuilt. His unofficial comment was that there were not enough politicians living or using 109.

So, your comment about recurring problems with frost heaves, etc. are absolutely correct.
