Too bad you didn't have a roll of duct tape with you. I would have wrapped that muzzle with a whole roll......and then stuck it to a wall somewhere.
Good thing that wasn't me. I don';t think I would have been so patient. I would have had the cops on the phone ASAP, and have them collect the dogs, until she could show her vaccination/license papers for each dog.

You need to get back to Police.
To be told by employee we rent, is true but certainly they have a great deal of involvement in the parking lot. Their shopping cart corals are in parking lot.
If employee was the manager, I think an inexcusable response.
Any market should have concern for customer's well being.

I too am a dog owner and You did the right thing. If it were me, I would have put that dog down in the parking lot PERIOD!!!!

My dog roams free on MY LAND, But is on a leash anywhere I take her. As some else said. Ya can't fix STUPID!
