That would really be bad, to change the terms and charge for non-use. Man, they have really bothced this all up. They obviously hadn't decided who was in charge of these decisions, and what the decisions even were. What a mess.

I also read today that supposedly some road projects are now being put on hold due to the "extra expense" the State is covering for subsidy on the transponders. Come on, it's only been live a week or two, and they are already blaming this program...Who knows.

I thought this state was better than this crap.
