Who closed them and why didn't I get the memo. Got bit TWICE this week by not knowing they were closed. Any other ramps closed for construction.?

No signage to inform you of detours? That's hard to believe. Who closed them? What? You didn't get the memo? Who gets memos for road construction closings?
