The below is a formula that will get you somewhere near the difference. It doesn't take into consideration the efficiency factors:

1 Gallon of Propane = 27 kwh of electricity

$0.21 per kwh x 27 kwh = $5.67 for electricity

Therefore electricity at $0.21 per kwh is more expensive then propane at $3.91 per gal
