The public trailer parking area was made available to the town by Shep's ownership with the provisions that A) the loss of previously unused real estate would not count against the business's lot coverage factor (a zoning requirement), B) the town would pay to construct a public trailer parking area, and C) the business could use the property as a boat storage area in the off-season.

I don't know if the dates for the beginning and end of the off-season are explicitly stated, but apparently boat storage is taking place in the public trailer parking area when members of the public are still wanting to park their trailers there.
