You found it and yes it's free as long as you pick-up your noodles when you leave.

The Cotton Valley Trail ends there also. You can walk or bike the trail if you don't want to launch your paddle boats. Then go and enjoy what Wolfeboro has to offer, but most of that isn't free so you probably aren't interested in that.
