I suspect that my two motorless sailboats' $60 fee is being used to enforce "horsepower infractions" -- those infractions that endanger others with velocity and mass, and tie-up additional MP time in enforcing New Hampshire's noise abatement rules. Since I have no horsepower, only use New Hampshire's wind for a short time, don't foul the air, the water, add no MtBE, violate no noise regulations, or erode the shoreline, I think horsepower should be determining factor in fee allocations and result in additional MPs. Enforcement of motorboating rules should have a lower threshold for law enforcment. Most land-based law enforcement deals with circumstances that normally don't result in drownings. I once asked a seasoned pilot whether it was better to crash into a tree or crash into the lake (following a tree crash). His reply was "Always crash on land -- It's the same impact and you won't drown". Horsepower is a good way to distribute fees. I'm jazzed now, and going to contact my New Hampshire sailboat lobbyist. ![]() |
