I can posit two ways to discourage rafting within the seeming bounds of the law.
1) Have water quality tests done from samples on busy summer days: if e coli or other nasty things exceed permissible amounts seek to forbid rafting there as a health hazard. 2) This is a stretch: somehow convince the powers that be to dredge or allow abutting landowners to dredge BB to remove the sandbar, thus ending the attraction.
