I have a 25X4’ concrete walkway going to my dock. It is cracked and crumbling so I want a PT walk right on top of the old one.
Wondering if I can escape the permit police since it is coving an existing walk and nothing would be touching the water |

I would do that without mentioning it. There is already an impermeable surface there (a genuine concern for the conservationists) and its not a permanent structure if you let it float there (don't anchor it).

Last summer we did a new patio, pulled up the old and put in new. We didn't need a permit as long as we didn't make it much bigger. (forgot how much bigger but not a lot.)
