I agree with the "public park" comparison for our lakes. It is perhaps the best way to get across the public domain concept. This says it all. It's truly not about us vs. them but about the boneheads on BOTH sides who ruin it for everyone. The lakefront owner who deals with loud, rude obnoxious rafter is going to remember that experience more than the group of respectful law abiding ones and vice versa. Remember the old Osmond song "One Bad Apple Don't Spoil the Whole Bunch Girl"!!! I'm dating myself here
