If they don't, all traffic (as it currently is) will be routed down the docks and around the corner towards the M/S Mount Washington, then up the big ramp.
That can get crowded when the big boats are loading/unloading.
But, I never liked going down the other staircase, it felt like I was going to fall down the embankment into the lake.
