Probably a completely pointless question, but here goes.
For three nights in a row, a boat has come by our property and those of my neighbors around midnight, blaring music so loud it sounds like the band is in our bedroom. It wakes everyone up. The dogs start barking throughout the neighborhood. The driver goes by slowly shining a spotlight on every house. It is weird and a little scary. I was hoping the webcam would pick it up, but it doesn’t. I am wondering if there is something we can do? Report a mystery boat to the marine patrol? The volume must be a noise violation. Call the local police? Any ideas????

Definitely worth a call to MP. There may be others reporting too and they can see patterns. From a patrol boat, they can certainly hear the sound and see the searchlight on a slow moving boat at great distances. Even if you report the next day, the same pattern tracking applies.
