OMG, you are correct sir ! There's more going on here than initially meets the eye. That's no snag, it's a lasso !! The boater has lasso'ed the poor bird to tow him around the lake. Worse than that, he's using some recreational kayak. If only it had been a sea kayak then the imprisoned loon wouldn't have had to work so hard .....
